This is a Royal Stafford China (Thomas Poole & Gladstone China Ltd) fine porcelain biscuit plate designed in the squared shape with a scalloped rim and 4 handles with embossed scroll motifs in powder blue

Ltd., Burslem and decorated in their pattern no. 5854 (replacements. com). The pattern was discontinued and is believed to have been released around the early 1920s.
